Summary:

The goal of the Albania Land Market Project was to help to Albanian government in creating the informational, legal, and administrative basis for socially and environmentally sustainable land markets. The project worked on delineating, recording, and publicizing the nature and extent of private and public rights to land. Project objectives were to:

- Prepare immovable property registration offices

- Acquire base maps for remaining cadastral zones

- Conduct first registration for agricultural and urban land

- Regularize rights where documentation is lacking

- Finalize first registration

- Create digial archives

- Conduct first registration of forest, pasture, and waste land and other immovable properties in public and private ownership

- Conduct first registration in Tirana and Durres

- Make information public and create institutional linkages

- Train project management and immovable property registration staff

- Monitor and provide technical assitance to field teams and coordinators during registration work

- Develop legal and institutional options for the improvement and sustainable progress of immovable property markets

Results:

The Albania Land Market Project assisted the Albanian government to implement a Land Market Action Plan. Project achievements included:

- Establishment of 34 district immovable property registration offices

- Training of staff for the property registration offices

- 1995 legislation legalizing buying, selling, renting, and mortgaging real property

- Assisted in providing titles for 100 percent of agricultural land in Albania

- Facilitated the recording registered land titles for 1.75 million parcels

- Preparation of parcel maps and property occupation data for local government officials in areas where ownership documents had not been issued by local entities

- Drafted a variety of laws and regulations including the Law on Registration of Immovable Property and the Law for Transfer of Ownership of Agricultural Land, Meadows, Pastures and Forests
